Hulio and the Government Negotiated a National Reserve
Hulio was devastated that the government decree had been so ineffective. He and other indigenous rights groups decided to go to the government with an idea, all their lives, they had seen the very people who lived in the madre de dios rein forest take care of the land. Julio and his allies offered to train local people to monitor the territory, placing the posts closer to the communities. The government would then pay villagers to check who was coming in and out of the region and whether they belonged there.
