Propaganda is a limited amount of information with a very narrow, kind of cherry picked way of being presented. You can give people concepts in the context of legitimate teacherly authority that expand their understanding of the actually real world. Soeik, that's education. You can also give people concepts, concepts and language in a context of illegitimate teacherly authority which limit their agency and detach them from reality.
