So the water molecule has intermolecular forces with other water molecules in a droplet or in a large amount of water. And so depending on where the molecule is in the droplet, say it's in the middle or on the outside, it would obviously have different other molecules tugging on it. So they'll be vibrating anyway. No matter what, they're overall force. Where is it being pulled in or out? That's what you're describing.
