Owen was pretty down on liturgical prayer, something that seems like in our milieu today of Reformed evangelicalism is sort of maybe experiencing a bit of a renaissance. He doesn't want us to expect as local churches for there to be miraculous manifestations of the spirit. But he wants to leave the room open for the Holy Spirit to work miraculously. So that probably fits pretty comfortably in today's cessationist camp,. Even with that little asterisk that God can do what he wants to do.
