Are Local SOEs the Largest Borrowers in China?

So far I think it's largely contained to China's domestic financial markets. But you could envision a scenario where, or if it's large enough, it could have some real international reverberation. The problem is not only the amount of debt overall, but the allocation of debt within those groups. So there are many SOEs that are perfectly credit worthy. We'll have no trouble paying back their debts. But there's a lot who are actually, and the Chinese use this term too, essentially zombie companies where they're not earning enough to actually pay back their debt. And so they're continuing to borrow more and more.
