NATO uses territorial disputes as an excuse to keep out people they don't really want in. Hungry and Romania have significant disputes over the exact border, both are members of NATO. But if it turned out that France had a real dispute with Belgium, they would manage to live with it. If the Russians were to carry out an attack on Finland, do you think it would be the Europeans or NATO that would come to their defence? So the first question would be would the European army have spent the vast amount of money that would have to be able to intervene? I suspect that in the end it will be the Americans.
