Jimmy Carter urged people to put away their credit cards and not use them. He also pushed Paul Volcker, who wasn't too happy about it, to invoke up credit controls on banks. Consumer spending just fell off a cliff in the second quarter of 1980. It sort of looked like what happened at the beginning of the pandemic.
