Roxanne Jones: Robert Moses' legacy is complex. She says he was 'complicated', but people make it seem so by focusing on one aspect of his life that doesn't reflect the whole picture. He had almost unchecked power until late 19 fifties, when resistance to his policies finally started to build. But even though he wasn't involved in penitentiary station's destruction, you can still see him as a sort of ideolog who shaped New York City and its future.
