Should Stupid People Be Able to Have Babies?

I sometimes think people have been given responsibility for things in the world at a time when they don't seem equipped to exercise that responsibility. I'm not even convinced that an evening course in parenting would teach anybody anything that would actually be useful. There's something about that that feels like just set the lowest possible bar for having kids. Like maybe if you can't like be somewhere on time, you shouldn't have a kid.
