Japan's law up until 2017, 17, did not recognize that men could be victims of sexual violence. Japan also has huge politeness culture and being impolite isn't just annoying a rude, it's socially unacceptable. Accusing someone of sexual assault is inconveniencing people. It makes people uncomfortable hearing about the story, which is also rude.
