Is There a Prerogative Granted to Bishops in Canada?
In the U.S., most of the Catholic churches, the sacred spaces of at least of any size as opposed to like a hospital chap or something like that, are payer's churches. Some bishops said, well, I don't have anything else. So I'm going to issue a dispensation in court with a prerogative granted to me by Canada law. The bishop is the apostle in his diocese and he needs to have the latitude to do whatever he thinks is necessary or appropriate to meet the good of souls and his parish.
