Is the RTV Protocol a Contract?

There are components of the RTV protocol that if you don't leverage parts of it, it just won't work. So there is a best practices element to all the standards that we publish. In order to comply with the standard, doesn't necessarily mean you have to use every single component of the standard. You just need to use the core components that are required for it to actually be functional.
