Presidential elections are becoming increasingly untethered from the national popular vote. The fact that Trump came as close as he did to winning in 2020, even though he was at 7 million votes behind Biden nationally is a factor there. California, New York and Illinois have 20% of the US population roughly, but 6% of the Senate vote. A 50-50 Senate represents something like 40 million more Americans than Republicans do.
