The context I give to this would be that of democracy or of democracy specifically as a duty, as a responsibility. Anybody looking at the last century of Buddhism in the West with a bit of a critical view will note that so much of it has really played the role of refuge from reality. It's interesting how strongly that contrasts with many claims made by Buddhist teachers.
