Pompey was a war hero, an unbelievably gifted general who had commanded troops in multiple major wars. But he wasn't a very gifted politician because he kept getting called away to fight these wars and didn't have a chance to have a normal senatorial career. Pompey wanted land for his veterans so that they could be farmers but couldn't get it through the political system. His enemy crassus also needed legislation passed about tax collection abroad which would profit him greatly. So caesar proposes a three way alliance: pompey will get the land for his vets, Crassus will get his tax reforms, and caesar will get assigned to a different post, consul
