With enough political pressure, with a strong enough block of let's call it votes, you can have like buy or sell pressure to shift that midpoint of policy in one direction or another. If there isn't a lot of volume, a pressure group can move and price actually quite a lot. And so a policy that not too many people care about can probably be moved by an activist group much more easily than one which has a lot of attention on a lot of buy and sell demand on both sides.
