Syria has asserted its right to decide who gets to supply aid to Idlib. The mandate given by the Assad regime is unworkable, but also is only for six months. This opens up the possibility that the issue could return to the UN Security Council in six months' time. We could then find ourselves back where we started with Russia using its veto and seeking concessions on unrelated issues.
