The military has not been historically known for a systems theory. Beer is really concerned about how his stuff is going to be used, even if it does sometimes get used in a, ou know, nightmarer distopian logica way he thought about it. He just assumes that there's social harmony an the military, and how in really your job is to disrut that harmony on the other side.
