The Lottery Is Not Just About Gambling

There's often a lot of value judgments made about people who play the lottery. What is it that draws people to it? And why do you not see it as a foolish enterprise? I would say most simply gambling is popular, but there's more going on here than just people wanting to gamble. The will to gamble alone does not create a $91.4 billion industry.
