The U.S. continues to take the position that outside war zones, it has authority to proceed under the law of armed conflict. In 2013, the Obama administration issued what are called Presidential Policy Guidance Standards. We will undertake a strike only when capture is not feasible and there's near certainty of no civilian casualties.
