What More Can Be Done to Limit Russia's Imports of Chips?

There are very broad export control measures on Russia for semiconductor imports. But as Andy's research is showing here, they're still able to import it. So what more can be done to limit Russia's imports of chips? I would say this is one of the absolute top priority areas of that we should be focused on.
