Dubai Is a Place to Spy on People
Dubai fills a real role. It's a place to like spy on people. You try doing that in Saudi Arabia. Dubai caters to all of these, I think, often quite dark elements of the human psyche. But it does so in a very flashy way, but it serves that purpose. Neom and Numeraba is an attempt to look at the flashy surface with which Dubai soft sells the actual quite dark things that it actually offers. The only other strategy that could possibly work would be to remove the model entirely and have a different system. That's not going to happen.
