Income Tax

The politician has not filed a case for obvious reasons or he fears that he might get caught into a case himself. He would have basically paid a bribe effectively to try and get out of a case which itself is a crime. So in many cases, that fear of bribing someone and use of unaccounted money which can put them into trouble themselves prevents such victims from coming forward.
