The Importance of Usability Testing in Government

The way we measure user experience a lot in government is by this thing called burden there's a level of burden that you experience when you fill out a form for example. The Department of Homeland Security puts about 190 million hours of burden on the public every year through forms and various other data collection. We want to lower that by 20 million hours by May of 2023 but one of the things we asked was that each of those collections get usability tested with people who are like the intended audience, which has changed their way of estimating what the burden is for the better.
