In states that don't have a part-time legislature, there's no professional staff designed to look at these. Most people don't face their vote on the kind of laws that IJ underts and fights about. And so from the legislators perspective, he knows there are 20 people in his district who really want him to vote for interior design licensing or to ban alternative services. The guy who makes 20 enemies every time he has the opportunity to make 20 enemies probably doesn't get reelected next time.
