Is There a Clearance Problem in America?

The U.S. has one of the lowest clearance rates for violent crimes in the world, according to a new report. The number is 50%, down from 70% at its peak in the 1980s. Police chief: "Find a city in America that is properly staffed and I would be shocked" He says it's not budgeted problems; they just can't fill roles.
