They built up several large cities in the way valley in the uplands west of anyang, which had been their sort of ancestral homeland. In order to manage this growing kingdom, they created a complex, stratified, u de centralized system of power. These delegated lords were expected to help maintain the kingdom and to defend the capital. They could impose labor demands and taxes upon the peasants, but not slavery. And this gradually gave rise to a very stratified nobility of local and regional lords.
