Is It Possible That Your Judgments Are Not Predictable?
When you have a system that ought to be producing judgments or decisions that are ctable, they turn out not to be predictable. That's the basic phenomenon of what we call system noise. You also describe, in some ways, there are different kinds of noise. So if you're an asylum judge and i am an asylum judge, and we have very different subjective readings, that can produce very different answers. But it could also be that just within yourself, your own judgments can be noisy....
