The Differences Between a Democracy and a Regime
The nature of a regime does make a difference for its conduct in international affairs. It's not determinative but it makes a big difference. Some older school realists don't see it that way whether you're a democracy, a dictatorship, a monarchy or what have you they view it at I think the analogy they used to use is like billiard balls on a billiard's table and it doesn't really matter what's inside the ball which is an analogy to a nation state.
