Biden on paper should not have done anything you just articulate. You would look at Barack Obama like he's I don't think he put a job to do things either Right. The other theory Would be actually that it doesn't have so much to do with Biden as it does with the sort of like Shifting of the era because if you look at Joe Biden over the course of the his career You would not think this would be his president.
