I feel like it's way too early to be thinking through regulation because how do you even regulate it? There's already capable open source models out there that bad actors could be using right now. It's not too hard for any bad actor to just go and get a model like that. And so I really think people should be hoarders in terms of data sets, in terms of pre-trained weight weights and the algorithm,. Like the actual model code.
