The thirteenth amendment was drafted to address citizenship rights an equal protection of the laws in the reconstruction era after the civil war and abolition. It forms the basis for landmark cases like brown versus board of education, on cases about segregation and on rovy wade. So here is the fourteenth ratified 18 68: All persons born or naturalized in the united states and subject to the jurisdiction thereof are citizens of the united states.
