John Avlon: It reminds me actually of kind of the tax reporting requirements that were included in Obamacare. He says it has the potential to be a populist rallying cry because it's a burden imposed by the federal government no one voted for. Avlon: According to one of the stories, the rule was already delayed. But I wonder how long it will take for some type of backlash to form.
