I don't think of the state in those terms. I'd have thought that the state is the important issue there, the protection of the state rather t an individuals, civilians, individual citizens so on. So that's quite different from, for instance, what machiavelli said,. where he was interested in the prince, in keeping the state secure almost by any means.
