The Future of Defense Procurement
Pentagon's acquisition and procurement system is optimized for making small numbers of like super expensive, super exquisite things that take 20 years to build. It works less well if you're thinking about replacing stuff that gets blown up or expended in a war quickly where I don't even have 20 weeks to do it. If you want arms manufacturers to use an old fashioned term for it to expand production - you got to give them some guarantee that those things are going to be useful for more than six months from now.
