In 2009, Kim Jong-il devalued his country's currency. It wiped out virtually all of the wealth that these budding entrepreneurs had built. These merchants protested, which is unheard of in North Korea and it shocked the regime. And then Kim Jong-Il did something that is rarely done by dictators and it never happens in North Korea: He backed off.
