When applying for funding, scientists are asked to consider the cost and benefits of a project. They also have to make sure that it isn't imposing obvious risks on society. But in practice this means preferentially advancing low risk avenues before considering high risk options. And i think what might also help us on this road as actually developing a more differentiated understanding of how close a research project is in the chain to informing those of benefits.
