I Think He Can, but the Alternative to Some Kind of Negotiation Is Worse
Russian forces withdrew from the city that was meant to be now permanently part of the Russian Federation. That was a political hit. He's clearly now moving to trying to make the war last, and in the process, outlast Ukraine,. And perhaps most importantly the West's will to continue the struggle. But we're just so far away from that position at the moment that this is all very much kind of vaporware discussion.
