I like tips and CDs, fan of both. The only issue that I would have with the IBONS obviously is that you have that money locked up them for a year. So if he wants to have it before one year period, then that's not a solution that's viable. Otherwise, I think that's much, much better than playing the stock market casino game with a short timeframe. Don't do it.
