The monitor hypothesis states that consciously learned language can only be used to monitor language output. So if I were going to say a Spanish sentence like this, say, yotubiera una muskota, quiciera que, and I have to stop and ask, you know, what do I say? Quiciera que ser? No, quicera que fueira or fuece, quiciere que, I have to monitor that. And so the idea here with the monitor hypothesis is that as adults, when we study a language, then we are trying to analyze it for saying something right.
