The Strong Emergentist - Is There a Novel Power?

The empirical motivation for most claims of strong emergence is not in place. The physicalist, whether reductive or non-reductive, is going to accept that the only fundamental interactions are physical. So then how can they make it the case that higher level phenomena are distinctively efficacious as per this characterization? Well, they can't say what the strong emergentist does because that would involve a violation of physical causal closure. What I argue is that you can be distinctly efficacious, not in virtue of having new power, but rather by having a distinctive power profile.
