We need enough carbon dioxide and enough oxygen in our system, but not too much. Carbon dioxide has this incredible property of actually being able to change the shape of hemoglobin. Hemoglobin is shaped as a sort of a cage around oxygen molecules. When it's in that cage shape, the oxygen can't be liberated. It needs to be carbon dioxide present to open up that cage.
