The length of the day is always changing. There have also been huge changes in the length of a day over earth's history. If we go back to the end of the age of the dinosaurs, we may be talking about something like half an hour short a day than we have now. So it's not that the inner core is making the rest of the earth do something. The inner core is kind of the recipient of being yanked on a bit by the magnetic field.
