When Lyndon Johnson became president in 1963, he set out to expand the government's role in higher education. For him, a college education was a pathway out of poverty and into a better life. The Higher Education Act would mix student loans with grants to provide more people with the chance to go to college. But all those loans would increase the federal deficit.
