The Russian Military Declining in the Opening Phase of the Cold War

The Russian military is declining for reasons that remain unclear to me. If I was an AH-64 Apache helicopter pilot, the last time we did a major, the deep attack was the end-all be-all of the Cold War. The point though is aerial assault is no longer effective. Large scale maneuvering with large tanks can be destroyed very easily. So my thing is irregular warfare. My thing is cyber psychological operations, information operations, unconventional warfare,. populations that are disgruntled, getting them riled up and unmanned is the way to go.
