The bill increases defense spending by a lot, for instance. It also adds in other unrelated non-budget things they've been working on at the 11th hour. Some of the main things are $44.9 billion in emergency assistance to Ukraine and NATO allies. The US has been providing assistance to Ukraine since the war there started but this is even more.
