Nixon and the CIA
Nixon held a grudge against the CIA that went back to the 1960 election. He believed the CIA must have briefed Senator Kennedy during the election on the operation that eventually became the Bay of Pigs. Nixon wanted to bring the agency under control of the National Security Council, and specifically put Henry Kissinger in charge of approving covert action.
