The Dilemma of the Sadducees and Pharisees
We don't have enough information about the earliest history of these sectarian groups to really know why they become successfully influential. But we do know that the sphere of their influence is political and it's religious because of course, there's no distinction in the ancient world between those two categories. There are all kinds of debates happening between these groups. And when Josephus describes their differences, depending on what passage of Josephus you're reading, you'll find different differences that he focuses on.
