The Difference Between Regulation and the Rules
The way that things are written in the regulation come from the statute. In order to change the statute, we need Congress to act right so it's not like the CFPB can just change it on its own. A lot of pressure is being put on those companies to change their contracts to sort of assign liability to different parties within the system.
