The investigation isn't achieving what the people inside desperately wanted to achieve. So they're looking to attain a political rather than a courtroom end. That is a possibility. Or you could look at it in the opposite, which is that they don't have it. And they're kind of trying to throw, like build up a lot of steam and a lot of smoke, just to keep it in the news. It may not happen, for sure. But everyone seems to be acting like it will happen on documents.
